XiFin vs TELCOR: Lab Billing Platforms Compared

Vendor documents read

For a lab director, outreach manager or billing lead with XiFin Empower RCM and TELCOR RCM on the same shortlist. We read both vendors' product, module and API pages and CMS's billing rules for labs, and checked each against the same six billing duties as our lab billing software comparison, so the wells match.

The verdict by use case

Pick XiFin if you want the vendor to keep the rules current

XiFin Empower RCM

XiFin's own module and API pages document payer edits it updates for you, bulk appeals with their documents attached, and two-way APIs to the LIS, portals and EMRs.

Pick TELCOR if you want to run the rules yourself

TELCOR RCM

TELCOR describes payer, patient and client billing on one platform with work queues and rules your staff configure, works with the lab's own clearinghouse, and also runs point-of-care data through QML.

Either fits if the demo settles ABN and QW

Run the demo script

Both say they check medical necessity, apply payer edits, work denials and take orders from the LIS. Neither documents ABN tracking or QW logic, so make each one show both on your own test menu.

The two platforms

XiFin Empower RCMColumn 1

What it is

A cloud revenue cycle platform from XiFin, which also sells its own LIS, Empower LIS. Its module pages document payer edits that XiFin keeps current, bulk appeals with their documents attached, and two-way APIs to client and patient portals, IVRs, the LIS and EMRs. Labs can run it themselves, outsource part of the billing to XiFin, or all of it.

Who it fits

A high-volume clinical, molecular or hospital outreach lab that wants the vendor to maintain payer edits and coding data, and needs billing wired into client portals, patient payments and other systems.

TELCOR RCMColumn 2

What it is

TELCOR's billing software for labs and pathology practices, sold as SaaS from its own data centers. The same company runs an outsourced billing team on the same platform and sells QML, its point-of-care data manager. Its product pages describe a rules engine for medical necessity, MUE and payer edits, with work queues for denials.

Who it fits

An independent lab or hospital outreach program that wants to configure its own rules and work queues, keep its own clearinghouse, and keep the option of handing billing to TELCOR's team later.

How the two are built

On the Medicare duties above, both make similar claims and XiFin documents more of them. The bigger differences sit around them: who owns the LIS, who keeps the rules current, and whether you want a clearinghouse in the middle.

Takeaway

If you want XiFin to carry the coding and payer data, XiFin is built for that. If your billing lead wants to own the rules and keep your clearinghouse, TELCOR is built that way.

TELCOR's other half: point-of-care data in QML

TELCOR sells two product lines, lab billing and point-of-care data. Its QML page describes vendor-neutral middleware “connecting 160+ device types across 2,800+ hospitals and ambulatory sites”, and its device list runs from glucose meters to blood gas analyzers. We found no point-of-care product on XiFin's site, so this section has one vendor in it.

TELCOR QML, from its own pages

  • What it connects160+ device types, any maker
  • Where results goLIS or EMR, by HL7 or script
  • Patient ID checkAgainst ADT and order feeds
  • OperatorsCertified by device type
  • HostingCustomer servers, or TELCOR's
  • LicencePerpetual, plus annual support

What QML does to a result before it reaches the chart

ADT and order interfaces check the patient ID typed or scanned on the device before the result goes on to the LIS or EMR; an ID that does not match stays in QML for someone to fix and resend (QML). Results with device flags, or outside ranges you set in QML, can be held in a review queue before release (data management). The result interface is a POCT1-A compliant HL7 feed, with a scripted option for systems that cannot take HL7 results (host interfaces).

Operators

TELCOR's 2026 operator management overview says operators are certified by device type, an Automatic Recertification Process runs every night, and an operator who misses recertification is marked expired, with updates sent to connected devices to stop further testing. How that compares with dedicated competency software is on our competency assessment software comparison.

Where billing comes in

QML sends results to the LIS or EMR; TELCOR does not describe it as a billing tool, and its pages do not say whether QML and TELCOR RCM share data. The point-of-care charge still reaches the claim through your LIS or EMR. QW is a certificate question more than a device question: Medicare does not pay a lab holding a certificate of waiver or PPM for tests subject to CLIA edits unless the code carries QW (MM14569; more in our QW modifier guide). A point-of-care program run under a hospital lab's certificate of compliance or accreditation already holds a certificate that covers those tests. Ask your billing vendor which certificate each testing site bills under.

Note

Two products, two contracts

QML is customer-hosted and licensed per device type and location; TELCOR RCM is SaaS. Buying both from one company does not make them one system. Ask what passes between them, if anything.

Takeaway

For a hospital that already runs QML, TELCOR is a known support line. That is a reason to put TELCOR on the shortlist, not a reason to skip the billing demo.

The demo script: what to make each one show you

Book both demos in the same week and bring the same three requisitions: one Medicare test under an NCD with a diagnosis that does not support it, one waived test from a client office, and one claim that was denied last quarter. The rows below are the ones neither vendor's pages settle.

Ask both

  1. Where does a signed ABN from a client office live, and does GA go only on the lines it covers? CMS expects the office to send the billing lab a copy, and contractors may ask for it (Claims Manual Ch. 30 §§ 50.7, 110.5.1).
  2. Where is each client's CLIA certificate type stored, and who loads the quarterly waived-test list that decides QW (MM14569)?
  3. Run the NCD requisition. Where does it stop, who sees it first, and can a biller push it through?
  4. Sort the denial queue by days left in the 120-day redetermination window (§ 405.942). Both pages describe denial queues; neither shows that sort.
  5. Name the NCCI code-pair file version loaded today. Neither vendor names NCCI on its pages.

Ask XiFin

  1. Which payer edits do XiFin staff maintain, and which ones can our billing lead write or switch off?
  2. If we keep our own LIS rather than Empower LIS, which fields arrive by API and which are typed?
  3. With no separate clearinghouse, how do we see a rejected file, and who fixes it?

Ask TELCOR

  1. Which of the “more than 60” validations ship ready to use, and which do we build ourselves?
  2. Who updates the medical necessity and MUE tables each quarter, TELCOR or our staff?
  3. If we run QML today, does anything pass from it to TELCOR RCM, or do charges still come through the LIS?

Takeaway

Score each answer as shown live, shown on a slide, or promised. Only the first counts.
Note

How this comparison was made

We read XiFin's Empower RCM, workflow automation, APIs, managed services, AI appeals and Empower LIS pages, TELCOR's RCM, lab-type, billing service, technology and QML pages and two TELCOR PDFs, Medicare Claims Processing Manual chapters 16 and 30, MM14536, MM14569 and 42 CFR 405.942, last on .

A filled well means we verified the claim against a document we could read and link: the vendor's own documentation or a regulator's record. An open ring means the vendor says so in its own material, but we found no document to check it against. A blank well means we found nothing either way, which does not prove the product lacks it.

Verdicts are editorial: no vendor can buy a verdict position or displace another vendor. This page carries no prices and no ratings; ask each vendor for a quote and a demo on your own test menu.

A filled well means a page whose job is to describe that function (a module or API page) names it. A ring means a general product page, FAQ, blog post or marketing PDF claims it. Rows, wording and every XiFin and TELCOR well are the same as on our lab billing comparison, so a vendor reads the same on both pages.

Questions labs ask

What is the main difference between XiFin and TELCOR?

XiFin sells billing and an LIS, and offers to keep payer edits and coding data current for you. TELCOR sells billing software that your own staff configure, with no LIS of its own, plus a separate point-of-care data product, QML. Both offer to run the billing for you instead.

Do we have to use XiFin's LIS to use XiFin billing?

Its pages do not say so. The API page lists two-way data exchange with an LIS, CPOE and EMRs, and Empower LIS is sold as its own product. Ask which fields arrive from a non-XiFin LIS without anyone typing them.

Does TELCOR sell an LIS?

Not on the pages we read. TELCOR RCM connects to the lab's existing system: it “supports seamless integration with most leading laboratory information systems” (TELCOR). If you are choosing an LIS at the same time, our LIS comparison for small labs covers that side.

Is TELCOR QML part of TELCOR RCM?

No. QML is point-of-care middleware, hosted on the customer's own servers and licensed per device type and location; TELCOR RCM is billing software delivered as SaaS. QML tracks operator certification by device type (operator management overview) and sends results to the LIS or EMR.

Can either company do the billing for us?

Both. XiFin offers full or partial outsourcing on Empower RCM (XiFin), and TELCOR Revenue Cycle Services runs billing on the same platform as its software (TELCOR).Outsourced lab billing companies get their own comparison; this page compares the software.

Is either a good fit for a physician office lab?

Neither has a page for physician office labs; both write for independent, reference and outreach labs. An office lab billing a few payers is often better served by billing inside its LIS; see the office-lab pick in our lab billing software comparison.

Why are there no prices on this page?

Neither vendor publishes a price list. TELCOR says it prices RCM by user rather than by a share of collections (TELCOR); XiFin's pages we read do not describe a model. Ask both for a written quote on your own claim volume and payer mix.
